Job Summary
The Payroll and Billing Manager is the driving force behind payroll, job budgets, and invoicing at our client's office. This key role collaborates with departments like A/P and A/R, Human Resources/Benefits, and Executive Management to ensure seamless payroll operations and precise job costing.

The Payroll and Billing Manager is the driving force behind payroll, job budgets, and invoicing at our client's office. This key role collaborates with departments like A/P and A/R, Human Resources/Benefits, and Executive Management to ensure seamless payroll operations and precise job costing.
Essential Functions:
- Maintain payroll records per state and federal regulations.
- Ensure compliance with payroll-related legislation and regulatory updates.
- Oversee multi-state and international payroll processing for accuracy and timeliness.
- Manage electronic timekeeping, PTO balances, and payroll updates (exemptions, benefits, job changes).
- Prepare payroll reports, remittances, and audit documentation.
- Handle payroll liabilities, taxes, garnishments, and reconciliations.
- Support audits (401k, benefits, financial, DCAA) and ensure compliance.
- Develop and track job budgets, process contract invoicing, and manage billing.
- Maintain contract funding levels and provide customer notifications.
- Resolve payroll discrepancies and assist employees/managers with payroll inquiries.
- Ensure payroll operations align with Accounting SOPs, labor laws, and DCAA guidelines.
- Safeguard personally identifiable information and support company programs.
- Perform other duties as assigned.
Qualifications:
- Minimum of three (3) years of in-house payroll processing experience
- Minimum of two (2) years of billing/invoicing processing and management experience
- Two (2) years of experience utilizing accounting software and/or systems
- Experience using the MS Office suite of programs
- Advanced Excel skill level
- ComputerEase experience preferred
Education:
- Bachelor’s Degree in Finance, Accounting, or related field
