The purpose of this position is to direct and administer asset management, including acquisition, replacement, buildup processes, licensing, fuel and inventory, maintenance, repair, and management of our client’ s fleet and heavy equipment. The incumbent provides leadership for and directs the activities of the Fleet Services department’ s employees, which supports our client’ s operational activities.

Essential Functions

  • Ensures client's vehicles and heavy equipment are safe, reliable, and available to meet operational requirements.
  • Coordinates and assists with the competitive procurement of the client's fleet, including researching and preparing specifications; preparing, reviewing, and evaluating bids; and purchasing the selected items.
  • Ensures that all equipment and hardware is properly installed, other modifications are made, licensing, insurance, and vehicles are tested and evaluated before being released to end users.
  • Oversees the repair and preventive maintenance program for the client's fleet, ensuring application of efficient and effective principles, practices, and procedures.
  • Monitors division expenditures to ensure compliance with budget. Approves purchases and/or payment of equipment, inventory, rentals, contracted service providers and receipt of funds resulting from equipment disposal.
  • Provides expertise and advice in assisting customers with fleet needs analysis and ensures compliance with the Client's vehicle and equipment replacement schedule.
  • Provides leadership and strategic planning by establishing goals and objectives for the Fleet Services Department.
  • Oversees efforts to select, train, direct the work activities, and assess the performance of employees of the department, including supervision of direct reports. Ensures that all work activities are performed in accordance with applicable safety policies, processes, SOP’ s, and local, state, and/or federal regulations. Manages staff in a manner that establishes high standards of performance and ethical standards and practices.
  • Collects and provides detailed analysis of data pertaining to operation and maintenance of the Client's fleet and shares information with appropriate staff. Requires that technologies and methods are applied to ensure cost-effective and efficient operation and maintenance of the fleet.
  • Develops and maintains the comprehensive fleet services budget and capital projections to align with personnel, projects, and replacement program for the utility.
  • Ensures staff is knowledgeable of appropriate techniques, sources, and applicable technology to effectively maintain fleet and heavy equipment.
  • Provides oversight of the fuel management system, the parts and supplies inventory, vehicle washing facilities, fleet GPS, and all other systems and activities for which the Fleet Services Department is responsible.
  • Point of contact for internal and external audits, reporting, and KPI’ s.
  • Coordinates efforts to locate and procure vehicles and equipment needed on a temporary basis.
  • Ensures that requirements for titles, licenses, registration, vehicle warranties, and insurance coverage are met.
  • Ensures that appropriate maintenance records, repair logs, and other records are maintained in accordance with applicable requirements.
  • Coordinates and oversees the process for vehicle & equipment disposal, pursuing fair market value while ensuring proper disposal and reducing potential liability.
  • Ensures and complies with appropriate disposal and or spill mitigation of hazardous materials. Incorporates sustainability initiatives to include selecting green products/technology, recycling various waste products, beneficial use of waste streams and reducing the overall carbon footprint of the organization.
  • Lead the fleet teams in carrying out the daily activities to help ensure sustainability continues to be a core component of Client's’ s achievements.
  • Keeps current with recognized best practices and innovations in the fleet service industry.

Required Education, Skills & Experience
  • Bachelor’ s degree in Business Administration, Public Administration, Automotive Technology, Purchasing, or a related field.
  • Four years of fleet management experience is required, preferably with a utility, municipality, or other public entity. Two years of supervisory experience, preferably including employees responsible for fleet or closely related fields.

Note: An equivalent combination of education and experience may be considered for meeting the requirements above.
  • Experience in developing equipment specifications and the procurement process for acquiring and replacing vehicles, heavy equipment, and other fleet-related items.
  • Thorough knowledge of fleet industry standards, techniques, and practices.
  • Knowledge of automotive, diesel, and heavy equipment repair and maintenance principles, practices, and procedures.
  • Knowledge of applicable federal, state, and local laws, regulations, and ordinances.
  • Experience in ensuring compliance with all applicable safety practices, procedures, and requirements.
  • Proven oral and written communication skills; must be a good listener.
  • Leadership skills, including strategic planning, goal setting, assessment, collaboration, and customer service skills. Proven supervisory skills in overseeing the performance of a successful team.
  • Ability to perform complex data analysis and to create, modify, or adapt business processes and methods driven by objective data.

  • Strong PC skills, including Word, Excel, Access, and Outlook.

  • Must possess a valid driver’ s license and continually meet the Client's driving standards. CDL required or ability to obtain a CDL within six months of hire.
